[ARM] Update test target triple. NFC

[clangd] Derive new signals in CC from ASTSignals.

This patch only introduces new signals but does not use their value
in scoring a CC candidate. Usage of these signals in CC ranking in both
heiristics and ML model will be introduced in later patches.
